Error 2243 Failed to retrieve EDI properties from Biztalk Management database

After adding multiple Hosts to my BizTalk 2006 group, I am unable to
start the BizTalk Base HIPAA EDI service. I can add one or two hosts
with no problem, but if I add more than that, the problem occurs. If I
delete the additional hosts, the problem disappears.

The event log contains the following info:

Error encountered: ERROR (2243) :
Failed to retrieve EDI properties from Biztalk Management database
PartnerManagementCache::RefreshCache(), A COM exception was thrown:
(HR:C0002A05) Unknown error 0xC0002A05

Failed to retrieve EDI properties from Biztalk Management database.
Possible solution: Make sure Enterprise Single Sign-On Service is
started and that the EDI service account is a member of the BizTalk
Host Users group.

Function:
StartDatabase

Possible causes:
-Enterprise Single Sign-On Server not started

-The user is not a member of the BizTalk Host Users group

Possible solutions:
-Start Enterprise Single Sign-On Service

-Add user to the BizTalk Host Users group (Note that the default name
for this group is BizTalk Applications Users)
