I can test the rule successfully therefore can I assume that all is OK?

I can select the message as a parameter in the orchstration.

I have a similar poicy that works, the difference between the two is that
the one that does not work is compering information to values stored in a
database rather then constants (works).

the only problem is that it will not fire and I cannot find any errors
anywhere?

Any help would be apprciated.
