No processing server means that we have not dequeued this item. This could
be caused by:
1) You have no bts boxes running which have processing enabled (a setting
on the server in the admin MMC)
2) You have a lot of other stuff already dequeued and hung (usually in a
custom AIC). Once we reach a certain amount of work in memory, we stop
dequeueing more work until that work is done.
Please check those two options.
