Biztalk Server 2004 upgrading/licensing

For project budget reasons and unkown scalability of the project, we want to begin our implementation on a 2-way single server configuration. We want to get the most optimal performance out of the server. However, we only want to license BTS 2004 for one processor. Is there a way to do this using an Enterprise license? Or should we start with a Standard license? If that's the case, is it relatively easy to upgrade from standarad to enterprise?
