I tried all that but no luck..I requested to reimage my server.
my sql server is on the same box as biztalk. and I am local admin on that
box..
Some where it went wrong. i dont want to waste more time on this so I am
creating fresh image.

I am trying to configure biztalk and got the following error :
'Group' configuration is always failing and complaining that 'cannot
create
biztalkmgmtdb. system.sql.sqlclient threw an error'.
i checked the sql logs and it shows that the error is
Error: 18456, Severity: 14, State: 16.
2008-09-19 15:36:41.17 Logon Login failed for user
'domain\useracct'.

this user is administrator on the system and sysadmin permissions on the
DB.
my initial installation is working fine but then i had a issue with
machine.config to fix that I started reinstallation.
please let me know if you have faced this issue before.

I have had the same problem when configuring BAM. Even though
everything was setup and configured like it should be:
(User being sa, local admin on BizTalk server, part of SSO
Adminitrators and BizTalk Administrators, MSDTC setup etc. etc.) I
still needed the user running the BizTalk configuration to be local
admin on the SQL Server as well, otherwise I got the exact same error
"Error: 18456, Severity: 14, State: 16."
I my case (BAM config) I noticed that 3 of the 4 DB's were actually
created and the error didn't occur until the configuration started on
the 4th!
I have a virtual environment that I use for educational purposes, so I
do the same tasks over and over, and so far it seems random! as to
when I experience the error and when I can do the configuration
without being local admin on SQL.
So if you are/have:
-sa on SQL
-Local Admin on BizTalk
-MSDTC configured on both SQL and BizTalk.
-Member of BizTalk Admin (and SSO Admin, but I presume that SSO is
already configured properly)
You could try making the user local admin on SQL as well.
