Yes, BizTalk Server 2006 can be installed with SQL Express 2005 editions, I have been using this for several months now.

Regarding to the job agent, it is not available in SQL Express 2005, so yes, I also would not recommend that for production usage, however, if you need that for development or testing purpose, you can use SQLScheduler from LazyCoding.com (http://www.lazycoding.com/products.aspx).
