You are absolutly correct. So now we are in sync, let me explain my original
question : I understood that in BRE allrules willbe placed in Agenda to be
executed if they evalutae to true? correct me if I am mistaken
Next question, is in this case, not knowing the component used, how can we
debug the rule execution ? what are the existing options to debug

I read through the article. Sounds like the problem you met is expected
beahvior:
What it did in the rules is setting the transport types and locations but
not sending the files actually. Files are still sent by BizTalk message
engine with the appropriate outbound adapter information set by the invoked
rules policy.
So I assume what you rules exactly do is:
"If 1 = 1 then set the outbound drop folder to C:\temp"
"If 2 = 2 then set the outbound drop folder to C:\temp2".
In case, it's expected that the file is dropped into C:\temp2 finally since
the 2nd rule is executed later.
Please clarify if I misunderstood anything.
