Ideally you shouldn't restart the host instance.

For example if you deliver a new MSI to your Applications, then youc
could wait a certain amount of time in order for BTS to take into
effect the new changes, OR your restart your host instance and you are
done.

On the other hand, if nothing changes, you shouldn't restart your host
