Outbound map with Doctype (error)

I'm receving a messaging error. I have a send port bound to a receive port.
The send port has an outbound map specified which outputs some "Custom
Header" attributes including Doctype System, include XML Declaration, UTF-8
encoding. This works fine in the development environment but I'm getting the
following, even with the Pass Through pipe?

going to the destination
