If you're using local groups (such as on a developer machine, not using
Active Directory/domain groups):
1. Right click on 'My computer'. Select 'Manage'.
2. Expand 'Local users and groups'.
3. Work with the groups you need to verify/add members to. Double click the
group. You can see which users/groups are in the group and you can add the
other groups as described in the document you referred to.

For the SQL requirement, start the SQL Server Client Network Utility
(that's the name of the tool on SQL 2000). You'll see enabled protocols on
the right. Add what you need if it's not already there.
