First, would you please try to upgrade to Biztalk 2004 SP2 and see whether
problem goes away?

Orchestration
Due to some performance hit for our solution, we restarted our
thisand Receive Host.We got this error immediately after that.But ideally,
should not be a problem.
When host will terminate, orchestration will dehydrate and will become
active, when HOST will come up.
