I think that if you do your digital signature with the mime/smime
default pipeline component, the relation between the server and the
certificate is unique when you configure this in the admin console, so
you only have -one cert per server group-, you can find the information
in the management db in the adm_group table; therefore you may be
unable to change this dinamically based on a property of your schema.
Maybe you should do the "hard way", this is by doing a custom "digital
signature" pipeline component, with those properties set at runtime,
you could decide what cert to use, and replicate a table with [country
code] - [certificate thumbprint]. It may sound like a lot of work, but
I think you do have the skills to do so.
