Am not sure I understand your question.
Did you try to open the template in design mode? If you did and then
received the insufficient security privilege, do you have write access to
the folder?
If you tried viewing the template from that location, it would not allow
you because the template has domain security privilege.
But, as long as you have modify access on the file and the folder it is in,
you should be able to open it in design mode.
