HELP: BizTalk 2004 Direct Port to Message Box - Delivered not consumed

I currently have 2 orchestrations - one (the PUBLISHER) constructs a
message, then sends it to a direct send port to the Message box; the
second (the SUBSCRIBER) has a receive shape with a filter expression
which checks ONE value within the message, then dumps the file to a
directory.

The issue is that the subscriber is getting the message and then
dumping the file, but not actually consuming it from the message box -
so that it picks the message up again and again and again and again and
again and again and again ... (ok - u get the point).

Have watched HAT - and I see the message coming through as "delivered,
not consumed" ...

Anyone have any ideas what is going on?
