You might be able to satisfy the stakeholders needs for a configurable
workflow by making use of BizTalk's rule engine. It is fully configurable at
run time and is targeted at business users.
There are very few products that provide configurable workflow directly
aimed at business users. Why not take a look at Quask's workflow offering?
