Problem when publishing Orchstration as webservices

I deployed some orchestartions as webservice and all went fine but suddenly I
am starting getting the following error:

ERROR: Failed to create project "http://localhost/BzWS_HWJCtrl_Proxy".
[System.Runtime.InteropServices.COMException] The message filter indicated
that the application is busy.

I tried to restart the server, deleting all the webservice I allready
deployed. But when I try to deploy the Orchestartion that worked previously I
get the same error.
I have run out of ideas so any body how knows about this problem?????
