Tutorial 3, Refuses to authenticate

Please help. I am stuck in Tutorial 3, page 25 attempting to run the
scenario. I am able to run the SubmitOrder.bat file, however it is not
posting to the Inbox.
I receive the following error:
There was a failure executing the receive pipeline:
"Microsoft.BizTalk.DefaultPipelines.XMLReceive" Source:
"Microsoft.BizTalk.Pipeline.Components" Receive Location:
"/HTTPReceive/BTSHTTPReceive.dll?Order" Reason: There was an authentication
failure. "The party corresponding to the inbound message cannot be
identified".
I have been through the posts in the community and have tried everything
suggested there. The user account is valid in all areas of IIS, user groups,
databases. There are no typos. Is there anything else anyone can think of
to check to see what the issue is?
