Batched and scheduled message output

This may be an RTFM, and if so, I apologize in advance...
What is the best way in BizTalk to batch up a collection of outgoing
messages and writing them into a single output file? I would like to schedule
the creation of that output file to occur at configurable intervals (e.g.,
every hour, once a day at 5pm, every Saturday night, etc.)
I think I could implement the scheduling using an external app that posts in
a Command Message to BizTalk, but how can I batch pending messages into a
single message suitable for emitting to a file?
