Yes definately related....

First check and make sure that Enterprise Single Sign-On is indeed
running...This error message means that the SSO application "{guid}" is
missing. SSO applications are used to store configuration information for
the receive locations.

So, either this application was deleted, or more likely, we are looking in
the wrong place or for the wrong application name.

Try the following -

cd Program Files\Common Files\Enterprise Single Sign-On

ssomanage -listapps all

then check if that application was listed.
