    It might have something to do with the Distributed Transaction Coordinator.
    Please try this: go to Administrative Tools ->Component Services ... open
    all the way down to My Computer. Right click on My Computers and chose
    Properties, switch to MSDTC tab. Push the "Security Configuration" button
    and make sure that Network DTC Access and Network Clients options are
    enabled. You should do this on both machines: BizTalk and SQL Server.
    Restart the MSDTC services on both machines.

    On the MSDTC property page you can also find the location of the MSDTC log.
    You can take a look at that log to see what the error says. You should also
    try to ping the SQL server from the BizTalk server and the BizTalk server
    from the SQL server.

    Please let me know if any of these things solves your problem.
