codepage in BizTalk 2004

Hello,

Where can I change the default codepage for all schema's in BizTalk-2004?

What I mean is the first sentence in an XML-schema.
<?xml version="1.0" encoding="utf-16"?>

I want to change the default encoding from utf-16 to an other codepage, this
must be possible in Biztalk-2004 where can I change these settings?
