Start > Control Panel > Administrative tools > Computer Management > Local Users and Groups > Groups
Check if your login account is a member of SSO Administrators

It doesn't matter if your login account is a member of local Administrators group.
The purpose of other BizTalk groups are documented.
Make your account member of appropriate BizTalk specific groups.
