Doh ! Sorry on re-reading I now see that.
Without making your mother and sister internal users I see no way of giving them relay access.
You could give them POP Accounts, or enable OWA for them.

No, "anyone" in this scenario applies only to users in our exchange GAL. The
"mother" and "sister" are internet addresses not connected to our lan.
