What is this? Have I got a dodgy network card i sit it something else causing this?

Sounds like you may have disabled/turned off some key service.

Stopping services to find out which is consuming resources is *not* the way to troubleshoot. Use of the Task Manager and Performance Monitor tools to examine what's going on *before* making any changes is the way to go.
