Well the information in the KB is still valid, in that if you attempt to install the FAX server component, it will likely stall.
Obviously you've been given two very different approaches as to how to handle the situation
The Windows 2.0 Installer is still available as a download here:

So the decision you'd have to make at this point is:
A. 1.) Is it worth uninstalling the 3.0 Installer, installing the 2.0 installer (and of course trusting that that would all go without a hitch), then 2.) Install the SBS 2000 Fax Server and then 3.) Re-install the 3.0 installer
OR
B. If you have to have a fax server capability now and don't want to upgrade just yet, then you can go for a 3rd party solution (which is going to have a lot more functionality than SBS Fax anyway)
OR
C. Move up your timeline and Upgrade to SBS 2003 (whose Fax Server is better than the one in 2000, but still not SBS's strongest feature) and get Software Assurance and hardware that will support the next version of SBS when it becomes available.
If you choose Option A. I would make sure you have a couple of good, TESTED, backups and even consider disc imaging.
Don't know if this is a customer or the company you work for, but I would make sure that they understand that there is no real support for Option 1 and you could end up with lots of down time or loss of other functionality and there could be additional costs in working with Microsoft Support Center

So two years ago we installed the windows installer 3.0 and can't remove it
now to install the fax service. See kb 899748
So how do I do it NOW....
We are going to be moving to SBS 2003/2007 in approx 7 months but in the
mean time I need this working NOW. The knowladge base artical 899748 which
was written in July of 05 says to un-install the installer. Well back then
that would have been easy. But with the 70+ patches and updates that have
since been rolled out since that time it no longer valid information. I do
NOT want to even attempt to uninstall them all and get screwed, hacked or
have it just suddenly have the server NOT work anymore because one or more of
the roll backs causes problems with something else that has also been
installed in the last two years.
There has to be a way currently to install this service ASAP.
