Take a look at the SysInternals tools on microsoft (Process Explorer or
FileMon come to mind),

I am trying to delete a file. I keep getting an error indicating that the
file is in use. Looking at computer management does not show this file in
use by anyone/thing.

Is there some utility which will show you all locked files and what/who
has them open??
