I'm also wondering how ISA was uninstalled on the server Cris. (Add/Remove
Programs or maybe RMISA.exe).

I just realized two things
If you go to a local workstation and do IE > Properties > Connections > Lan
Connections
Is there anything in the proxy Address?
Do you have the ISA 2000 client software installed on the workstations?

I've done as you and Cris have suggested, same result. ie.
remote users can log into network via VPN connection,
local users can do everything required of them EXCEPT access the
internet!!!
Server can access the internet.
