I presume the question was more like:
The media isn't on site at the moment but does exist (hopefully as a tape
backup) off site somewhere.
If the server is upgraded (presumably with new drives) to SBS2003 can the
offsite backup be used to restore to the new setup?
And I would presume the answer would be no.(or maybe in part)

With that many drives down I would be inclinded to replace all the drives
with new and re-install the old SBS2K.
Then recover from tape (if such exists). Run for a while to ensure all is as
it should be and then consider upgrading to SBS2003.

If tape backup doesn't exist and 2 out of three disks from a RAID 5 are
really down then you will indeed be looking at expensive data recovery with
possibility of no or little data back.
Above all else if the data on the array is the only copy (assuming the array
now has any valid data!) and is vital to the company then resist the
temptation to try and access it your self or fix it. The most likely outcome
is you will make the data recovery process more difficlut/expensive or even
impossible.
