Promote 2k3 member server to SDC in SBS 2k domain

Hi,

I hope someone can help resolve my issues as I'm at a bit of a loss.

Scenario:

We have a Small Business Server 2000 domain controller.

We have a Windows Server 2003 member server.

I want to promote the Windows Server 2003 to be a SDC.

I ran adprep /forestprep & adprep /domainprep on the DC which completed ok.

I read this article http://support.microsoft.com/kb/314649/ and ran the
adprep commands in a test env and following scenario 3 in the article didn't
find any mangled attributes so I ran the adprep commands on our DC (all seems
ok there too).

Now when I use the Active Directory Installation Wizard it runs ok for a few
minutes and then stops with an error.

The operation failed because:

Active Directory could not replicate the directory partition
DC=inex,DC=local from the remote domain controller tempest.inex.local.

"The replication operation encountered a database error."

In the member server that I'm trying to promote I get a warning (1173) and
an error (1168).

I've found the following article
(http://support.microsoft.com/default.aspx?scid=kb;en-us;826927&sd=ee) which
describes a similar problem but the "Error value" and "Internal ID" are not
100% the same. I phoned up MPSS and referenced this article but got told it
did not apply to Windows 2000 Small Business Server?!

HELP!!
.
