I would run hijack this, to see if there are any processes starting with IE/Explorer which should not be there. There is no likely GPO to do this, particularly when you are receiving that error.

On my SBS server Internet explorer hangs if I try to use it when logged on as administrator (error message as below). There is no problem if I log on as another user. I assume there must be a group policy problem or something similar but any suggestions where I should look would be appreciated

The description for Event ID ( 1000 ) in Source ( Microsoft Internet Explorer ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. The following information is part of the event: iexplore.exe, 6.0.2800.1106, wininet.dll, 6.0.2800.1511, 00061b7d.

I have looked through the log for hijackthis and there is nothing that stands out. In any case I would have expected this sort of problem to have affected all users rather than just the administrator account.
Any more ideas?

Fortunately I have managed to resolve this problem.
I went to winnt.sbs/profiles/administrator/local settings/ and deleted all the contents of the history and temporary internet files (except for index.dat which I couldn't delete). This has cured the problem
