It's probably the other way round - slow logon because ISP in local machine
DNS. The PC shouldn't even know that the ISP DNS server exists! Sounds as
though server DNS is wrong or router is blocking something.

I should check all the settings against

Did you turn off the router DHCP? That will always cause problems. And make
sure that port 123 (time service) is open on router. You'll need to get the
PC and the server within 5 mins of each other and in the right time zone.
For some reason, many people can't seem to get UK/GB as the default (system)
locale when they install.

connecting XP to SBS 2000.

I expect you'll need to run the ICW again too.
