Check the tech notes of www.smallbizserver.net there are only certain memberships that Admin should have group membership of.

After doing a Swing Migration from SBS2000 to SBS 2003 no users can log on to the Domain Controller. I can log on via Terminal Services and have checked and changed the Deny local Login which did have Administrator

Denied
Login. Error Message is
The local policy of this system does not permit you to logon interactively
