problem with Routing & Remote Access

Hello. Looking for some help....

Customer is running SBS2000, with all current SPs and Windows Critical
updates. They are running ISA Server. Server has 2 NIC cards - one for LAN
and one for WAN connected to DSL modem with static IP.

As a way to troubleshoot a long-time problem of slow server bootups, one of
our MCSEs updated the NIC drivers on the server on Monday (both LAN and WAN
I believe). I heard there was some kind of problem along the way, and he had
to re-enter the TCPIP information for the WAN NIC. He also re-ran the
Internet Connection Wizard. When leaving at the end of the day, network
connectivity seemed to be fine (both LAN and WAN).

On Friday afternoon, one of the owners called our Helpdesk. He was trying to
work from home, and was very upset because he could not establish a VPN
connection into the network (just using Microsoft PPTP). We investigated and
found that Routing & Remote Access Service was not running on the server.
Internally, we are assuming that this RRAS problem is related to the NIC
work done on Monday - since that is the only configuration change done since
the user successfully connected last weekend - but can not be 100% sure.

We tried to manually start the RRAS service, but got the following error. We
rebooted the SBS2000 server, and the service did not start automatically. We
manually tried to start it again, and got the exact same error.
=================================
Event Type: Error
Event Source: RemoteAccess
Event Category: None
Event ID: 20103
Date: 6/11/2005
Time: 7:48:39 AM
User: N/A
Computer: SBSERVER1
Description:
Unable to load C:\WINNT\System32\iprtrmgr.dll.
Data:0000: 02 00 00 00 ....
=================================

The only thing that we could find that looked liek an obvious problem is in
Routing & Remote Access manager -> the Connection State shows as
"Unreachable" for the Routing Interfaces.

Things we did/checked so far:
- Reboot, no change.
- Both LAN and WAN cards are Enabled, and look fine in Device Manager
- Otherwise, both LAN and WAN network traffic are working fine.
- in RRAS, selected Disable and then selected Configure and Enable
- There are no other errors in any Event Logs.
- Network Advanced Settings shows LAN first and WAN second in Binding Order.
- C:\WINNT\System32\iprtrmgr.dll file is present on the server, 156KB,
06/19/2003, version 5.0.2195.6606

Any ideas for what to do to get RRAS working again?
