Outlook Send/Receive Error

I have users that login into the server via their account and have access to
their Outlook account. The users are receiving the following error message,
in Outlook, whenever they try and send a message: "You don't have appropriate
permission to perform this operation." I do not understand why they are
getting this message when they are logged into the server as themselves. Any
help would be greatly appriciated.

Thanks in Advance
.
