I'm pretty sure the AD forest (or at least domain) must be in 2000 native
mode before the user based IP assignment can be applied. Your SBS2000 AD is
probably in mixed mode, this is normal.
Taking the AD to native mode is no big deal, as long as you don't have any
NT4 DC's, but I'm curious why you think you need static IP's on the RRAS
clients.
You should, however, be able to use manually assigned IP's. I can see where
this can be overridden in the RRAS policies. I think there's another place
it can be specified though.
