VPN needs static IP

I have a VPN establsihed and works fine. However, it is either giving the
local address by a static pool or DHCP. I need the ability to assingn a
local IP to a specific user. I see the option in AD Users and computer, but
it is grayed out. On the client side, I can pick an IP address in the TCI-IP
settings for the VPN, but the server rejects it.

Any ideas?
