GPO

Dear,

In my SBS2000, users got power user rights in local pc, I like to create a
GPO and activate to the users, like they should not use MSN or yahoo
messenger. Can I block these kind of usage through GPO even if they have the
power user rights?

I have seen in Windowsserver2003, through GPO I can restrict some
program(even for administrator) but this will be applicable to all of the
users or server admin?

(sorry I asked this question in a different way before and no real answer
for GPO)
