Try this:
Under the the advanced settings tab in Windows Firewall configuration you
can adjust settings for ICMP traffic. Make sure that "Allow incoming echo
request" is selected. This will allow the workstation to respond to pings
with the firewall turned on.

You may need to use group policy to adjust this setting.
