you do not need a static IP but it makes life easier.
With a dynamic IP you would be best off looking into a dynamic DNS service
which will allow you to create a name for the server. www.dyndns.org is one
such service.
The vigor may even have a dynamic dns client builtin. It may perform the
update for you each time the IP changes. If not, I've found DirectUpdate to
be stable on both W2K and 2K3.
