I don't have any specific knowledge of this issue, and I suspect that the
problem is something other than a missing setup_a file, since it seems
unlikely for that file to be missing. Regardless, the first thing I would
try in your situation would be to install (or reinstall) ISA SP2, since that
updates the client software on the server. (Install Feature Pack 1 before
SP2 if you're planning on installing the FP).
