Yes

I have two IBM/Intel Server NICs (10/100/1000), and one of
them is disabled, the other is enabled with a static IP
(192.168.20.99) and currently plugged into a switch
(nothing else is plugged into the switch). There is also
an on-board NIC that is also disabled. When things are
running properly, the IBM NICs will be set up as one
virtual NIC with load balancing and fail-over support and
will be connected to a switch. The onboard NIC will be set
up as the second NIC connecting the server to a 3Com
firewall/router/VPN.

In a previous installation, without installing all the
Service Packs, I did get the server set up to access the
internet through the second NIC through the firewall and I
can get another computer connected to the switch to access
the internet through the server.

To get the server NIC load-balancing support requires an
update the the Intel chipset and the drivers for the NICs.
 Those updates require Windows 2000 SP4. I have not yet
tried installing SP4 in this iteration, I was going to
leave that as the last SP to install.
