Check the share permissions first - make sure that the user has full control
(or Everyone has full control, or some group of which the user is a member
has full control)

Then review the NTFS permissions to make sure the user or a group of which
he/she is a member has Modify - and that the user isn't also a member of a
group that is explicitly denied access.
