Accessing Site Through ISA Server

I'm having trouble accessing a site and I suspect the ISA server is
blocking it. I can't seem to find anything in the logs but I can't access
the site when inside the building yet the site is accessable outside the
building.

The site is https://bannerweb.providence.edu:5010, a portal for Providence
College. I have created a rule that (I think) should allow access. Yet when
I go to GRC and test that port it's closed.

Can someone give me any ideas on how to address this issue?
