No matter what software you use, tuning anti-spam filtering is both an art,
a science, and possibly voodoo, all mixed together. If too many emails are
being blocked, then set your settings higher, and then lower them. The
problem with some anti-spam apps is that you have only have one set of
settings to tweak, and then those settings apply globally to all users.
I happen to use a product called IHateSpam Server Edition (from Sunbelt
Software) that runs great with SBS2000/2003. What I like about it is the
fact that you can set up multiple profiles, and place users in the profiles
that fit. For example, a boss at one of my site, I have tweaked to where
virtually no false positives occur. But if I were to use those same settings
for his office manager, a large percent of her valid email would get flagged
as spam.
