The issues with URLSCAN and OWA are pretty well documented - please go to
support.microsoft.com and search the Knowledge Base for both terms. You'll
get several results, one of which should help you out. Hint: I'm not in
front of a computer where I can find the specifics, but the urlscan tool
logs anything it blocks. If you find that log, your answer may be fairly
obvious.
