If you pursue just one assumption and it turns out to be not
the virus but something else like h/w, then your DDay may
turn out to be Galipoli...
Since this is a server, not workstation, just fixing windows
may not fix other things and still cause other problems and
symptoms. Besides, what's the point of having Windows
if Exchange etc isn't running properly.
Now, if you have Exchange sp3 installed, you can use the
Migrate Wizard which will copy all the User settings and
Exchange mailboxes, though things like User profile, group
membership and such will be lost and need to be manually
recreated. I'm suggesting this so you plan enough time budget.
