DHCP, static routes, VPN and fixed IP addresses

Hallelujah!

After much puzzling, I have finally tracked down my problem:

VPN clients using a static route cannot connect to network pc's/servers
which have FIXED IP's rather than IP's assigned by DHCP.

While I can move some of my fixed addresses over to reservations, I still
need to assign some fixed IP's. How do I include these so I can connect to
them over VPN?
