More questions than answers at this point...
Just Internet access and email (no other requirements for centralized
document storage, remote access, disaster recovery, etc.)?
Have there been a target point ($$$) established for the initial
installation?
Have there been a target point ($$$) established for ongoing maintenance?
Dial-up or Broadband Internet access?
Just external email or internal plus external?
Will the client have their own domain name?
POP3 or DNS for email?
Current workstation hardware and operating system(s)?
Any anticipated growth in the number of workstations in the forseeable
future?

There is no "cheap" computer network. A lot depends on the expertise of the
person administering the network and the ongoing costs associated with that
administration. A poorly administered network can lead to data loss, user
frustration and uncontrolled costs.
