ISA in SBS2k Painfully Slow

I just enabled the ISA Server on an SBS2K server this past weekend. This
upgrade also involved reconfiguring the network. Prior to the upgrade the
network was flat with the Default Gateway for all the computers being the
ISPs router and the SBS server had only one NIC enabled.

When I upgraded, I installed ISA Server, enabled the 2nd NIC and connected
it to the LAN port on the router. The 1st NIC (and all of the client
computers) is connected to a 10 Mbps hub. Basically it is the "Two NICs, a
static IP address, ISA, router" setup as recommended by SmallBizServer.net.
I did remember to update the Local Address Table. The internal network is
192.168.116.x/24 and the DMZ network is 192.168.1.x/24. I also installed
the firewall client and verified that IE was configured to use the proxy
server on all client computers.

When I left my client's office on Saturday, everything seemed to be working
fine (but then I was about the only one here). Today things seem to be
painfully slow. There also appear to be some problems with an application
that retrieves XML files from the internet.

I have also observed extremely high utilization spikes on the internal
network (on the hub). My client is very frustrated (and so am I).

Does anyone have any suggestions?
