Do you have some 3rd party content filtering software running?? My client's run Trend Micro CSM for SMB and it would block these attachments as well.

No, this isn't the situation. There is NO reference to Outlook in the
'bounce' e-mails. They come from the postmaster. If they came from the
antivirus the e-mails would say that, too. The messages don't come from
Outlook.
